(For Use With) The Stotatl are the perfect race to base within the Zhodani Consulate. They are a psionic culture with a social hierarchy influenced by psionic abilities. Their fear of hostile outsiders and proactive approaches to dealing with potential threats would fit with some of the Zhodani political and military activity.
However their militarized society and stronger, more affirmative actions might unbalance the Consulate if they gained too much influence and control. They also might suit a client state along the rimward border of the Consulate.
In some playtesting we used the Stotatl as a Zhodani client state in proximity to an Aslan client state and human state within a subsector to trial some of elements along traditional Traveller empire interactions, but on a smaller scale. Something like this might be a way of using them.
